In Iceland, the various chiefs would come to resolve differences (mostly peacefully) at the Althingi. You'll see reference to this in The Saga of Burnt Njal (which you may or may not read later). Iceland's parliament still carries the name Althingi.

Before answering the question below, spend some time reviewing the U.S. system of governance and these historical documents:

• The Bill of Rights

What are the strengths and weaknesses of these methods of governance? Compare and contrast the U.S. Congress with Iceland's Althingi. This will require a bit of additional research.
